The Terrorism and Natural Disasters Planning Group (TNDPG) is a federal interagency working group that coordinates planning for and responding to terrorist attacks and natural disasters. The TNDPG was created in 1998 in response to the Oklahoma City bombing, and it has since played a key role in the development of the National Incident Management System (NIMS) and the National Response Framework (NRF).

The NPS is based on a four-phase approach to emergency management:

- Protection: Taking steps to protect people and property from terrorist attacks and natural disasters.
- Response: Taking steps to respond to terrorist attacks and natural disasters.
- Recovery: Taking steps to recover from terrorist attacks and natural disasters.
The TNDPG works with state and local governments, as well as private sector organizations, to implement the NPS. The TNDPG also provides training and technical assistance to help state and local governments develop their own emergency plans.
